Some time ago my computer started problems. The login screen appears, and I could not logged in login I called Dell support and they told me that if I get an external hard drive. Soon she told me to remove my computer and it works like a charm. So is there a problem if an external hard drive connected 24 / 7?

Normally there is a problem with a disc eternal 24x7 operation. I have a couple that have followed in this way for years.
The question was probably a problem with a particular external hard drive. They are bad, or it may be the files in them. When this happens, it can lead to problems. But because there is something wrong with the device, not only because he was executed (24x7 or not).
The most common problem is that the computer does not recognize external hard drive and try booting from there, instead of the internal hard drive. This leads to problems, and disconnect the device attached. Again, this is not the external drive is wrong with "No", but something with the boot sector.
I connected an external hard drive with 160 GB 24-7 and found no problems yet.Maybe cable is the culprit.
My street is always connected and never had a problem that was the cause.
